Get "relic" flag out of RSD equation in equations.py

All equations in equation.py should be standalone - meaning, they don't need to know anything about the type of forecast or the forecast configuration. This problem originates in how the kfs equation (which is called by RSD) is defined (it's different for relics vs neutrinos).
