Renaming refactoring action

It's common thing to be able to rename program entity like component or message but what about interfaces? When we hide implementation details under the interface we can't usually rename interface by simply rename its implementation. That makes refactoring harder. On the other hand it's not clear if it's even possible

1. we can have many implementations. should we rename all of them by renaming the interface?
2. this problem probably also scales to any refactoring - e.g. changing interface's signature
3. some implementations can live at library code - what to do with them?
4. it may be hard or even impossible to have an algorithm to find all implementations because of how implicit this mechanism is because of structural type system (we don't have extends or implements)
