Restarted mysql upgrade test as that seemed to have failed due to mysql failing to start.

We don't seem to store the nextcloud.log though it seems - so no way from the failed CI run to tell what happened.

I removed nextcloud/ocp from composer.json in #1547, because it's only needed by psalm which got moved to a dedicated vendor-bin/psalm environment. Thus is version bump is obsolete. It causes problems because nextcloud/ocp requires a newer psr/log version that conflicts with some behat dependencies. That's why Julius excluded nextcloud/ocp in df190af before, which I reverted due to being obsolete in #1547
