convert_data.py and convert_dict.py output filenames don't match

There needs to be a provided rename script which will require either two dictionaries (form legend names versus data download names with desired output name) or user input per TSV/JSON pair. I like the idea of user input guided renaming with something like simple-term-menu:

I imagine the guided experience of something like:

1. "Select a JSON and TSV to pair and rename:" They are provided first with the TSV list and select, then with the JSON list and select.
2. "What is the correct snakecase name for this data and dictionary pair?" They are offered a chance to type in the rename and then that rename is applied to both the TSV and the JSON so they are paired in the phenotype folder.
