Multisig. Create flow. Can't create a multisig when there is already created remark operation for that wallet

Description

If user does not received a multisig for some reason from subquery and there is already exist remark operation in the network - can't create a new multisig.

Steps to Reproduce

1. Create multisig (create remark operation)
2. Keep that operation not signed\rejected
3. Try to create multisig from another device

Expected Behavior

Detect that remark operation already exist and show restore flow

Actual Behavior

Error when try to submit operation
