Improve the handling of non-ASCII characters

Some of the attributes that are searched by the gallery UI might contain non-ASCII characters. In the case of IDR, the most common example are publication author names .

Taking Ødegård-Fougner as an example, selecting the value from the drop-down menu works as expected:

However the following workflows fails:

• refreshing the URL or directly copying https://idr.openmicroscopy.org/search/?query=Publication%20Authors:%C3%98deg%C3%A5rd-Fougner into a browser
• copying and pasting Ødegård-Fougner directly into the search box
  In both cases, the value ends up unescaped leading to no result
