[A11Y] [Sample App] - Keyboard map navigation in NVDA screenreader combination

Steps:

1. Start NVDA
2. Open https://open-pioneer.github.io/trails-demo/openlayers-base-packages/samples/map-sample/
3. Focus map element with Tab-Navigation. If focused, a black border appears.
4. Try to navigate via arrow keys to north, west, east or south
5. Try to zoom in out via + and - keys

Expected result

• User can navigate via arrow keys in all directions
• User can zoom in and out

Actual result

• Panning: Nothing happend. If you press one of the arrow keys the map is not changing its view
• Zooming: Only zoom via "+ key" is working
