We likely need to update to a specific version of double_down

This was observed on Debian 11 but is likley relevant for other platform as well

Error message:
CMake Error at cmake/DAGMC_macros.cmake:94 (message):
Discovered Double Down Version: . Please update Double Down to version
1.1.0 or greater.

should simply check out tag v1.1.0 instead of the development branch
