Option to Backup Database to S3 Given S3 Plugin (Requires AWS / More Technical Knowledge on Part of User)

We can create a plugin that will work on all S3 type storage, like AWS or Digital Ocean's Spaces etc that will enable the user to backup and restore databases from there.
But before we proceed with that, I think we should discuss the whole idea of "Plugins" for the app. How many are we planning to release, how will they be installed? Will they come pre-installed with the app and the user will select to enable them or not? Or each individual plugin will be installed separately on top of the app?
