Not on Projects page after logging in via web console

Describe the bug

The user is instructed to log into the cluster using the web console. The scenario states
After logging in to the web console, you'll be on a Projects page.
After this, the user is instructed to
Click the blue Create Project button.

However, instead of the Projects page, the Topology view of the Developer console is visible after logging in. The Create Project button is not visible in this view.
