(DESIGN) Complete OrcaHello UI/API Development and Deployment

• Spec out and create mock ups for the Summary page (this is UI team task)
• Create pages, components, code-behind, and unit tests for Summary page after mocked up
• Update YAML to deploy web site and API from the new OrcaHello solution
• Modify data schema to make it v2 compatible (this is a data team task)
• Run data migration to convert existing data to v2 schema (the code for this has already been written)
• Verify external hydrophone site has all the new hydrophones
• Update READMEs to reflect new environment and changes made
