Issues accessing account and unable to sign in

I have two accounts this one, hence being able to access and log into Git Hub, to raise this 'ticket'.

I work for a large Government organisation and we have tried to set up an account and purchased a subscription. It is not possible to access the account and sign in so I need to speak with someone. However, whenever I have tried I have been asked to raise a ticket, which I can't do because I can't sign in under that account. Please can someone contact me on this account for me to provide details of the account username and the issues.
