At this moment, there is a bug I have managed to reproduce a couple of times when using VS-Code Insider. When using the start voice chat feature on Copilot Chat, if you let the audio play of the generated prompt and then attempt to click on the start voice chat button to stop the reading, it will change the UI back to the default state. However, the audio continues to play in the background, and there is no way to stop it from reading. You have to let it play out.
