I was delighted to see I can route notifications to separate email addresses based on the organization they're a part of now, but this only works for my own repositories. I'd love to be able to add rules for other repositories too, that way I could separate notifications for the repositories I contribute to for work. |

Body
I would like to propose a feature that allows users to customize their notification preferences for repository-related updates. This functionality would enable each watcher to choose how they receive notifications—either through email or the GitHub app.
By allowing users to route notifications to a specific email address, we can ensure that they stay informed in a manner that best fits their workflow. This enhancement would significantly improve the user experience by providing greater control over how and when they receive important updates.
Thank you for considering this request!
