there is a module:

so initial proposed module doesn't have a d10 version
could use a combination of: https://www.drupal.org/project/ckeditor_div_manager and a CKEditor plugin for collapsing text

there's a patch for readmore https://www.drupal.org/project/ckeditor_readmore/issues/3296772 which does provide a drupal 10 upgrade
