Bootstrap tooltips

you have to initial popper to make BS tooltips work. since this is heavy lifting for performance, it has to be done page by page basis. not sure if there is a module or some other easier way we'd like to provide this functionality. easy to get wrong if someone builds themselves--usually not accessible.

ecampus has this on their website, but it spits out an accessibility error.

someone was asking for this functionality. it's a nice to have, but not necessary
