Is your feature request related to a problem? Please describe.

As the number of resources handled increass, the rate limit is reached.
If the rate limit is exceeded, terraform will fail.

Describe the solution you'd like

If the rate limit is exceeded, I would like to see the behavior changed so that it waits and retries the API call.
