This being hidden behind a dropdown really concerns me. It would be far too easy for someone to press "Publish changes" and Publish unfinished changes in a different language. Anytime I've done a multi-language website, there will be multiple editors that speak different languages working on their language version.
It should be "Publish changes" publishes the current language and in the dropdown it should be "Publish all locales" or something like that. This will help prevent accidental publishing of unfinished content.
