Add information about automatic website collection with the PWE

When a user lands on a website, we check to see if they have it in Pieces as a related link. If they do, we increment the score of it to rank it. If they don’t, we create it. That’s how they show up in the captured context view. We don’t do anything with it other than that. This is for later functionality when we can surface information more proactively.

This only happens if they have the PWE installed, and we have a task open to be able to toggle this on and off.
