Publish creates reusable artifacts, deploy will deploy your program.

Deploy will work with the server's diffing to create a state that triggers a deployment.

Without this state, the lambdas will not deploy. Pressing the deploy button validates the lambda, then sets the deploy state and saves the graph.

On deployment:

Set deploy state
Open new deployment log panel to watch the status of the deployment
Show deployment details

Deployment should be hooked into a new review system
