[ ] SharePoint 2016
[ ] SharePoint 2013

Expected or Desired Behavior

Calling SetDefaultColumnValues on a list should set the default values.

Observed Behavior

Default values are not set when calling SetDefaultColumnValues. The Path value is URLEncoding, which is incorrect.
