Polyphony is supposed to be usable by a great amount of people. Although centralization should be low if possible, symfonia as a server should also support serving a great number of users at the same time. Horizontal scalability, i.e. being able to deploy multiple instances of symfonia which split the work of serving clients in a way that is seamless to end users, is important for that.
