Extension to define GeographicalRegion

Describe the current behavior

It is an open question! Do we need a network extension to store some of these information. Note that the EIC code is needed for balances ajustement. And what about control areas? Do we have one need or several need? The sourcing actor, The TSO in general, could be a very useful information for IIDM.
