Describe the current behavior

Even if the incremental phase control outer loop supports remote control in current limiter, the remote controls are discarded at loading.

Describe the expected behavior

Remove the check at loading and implement the sensitivity calculation for the continuous outer loop. If not easy, just discard the control for this outer loop.
