Fediverse & Web: feature request: option to snarf NOTICEs

I greatly dislike asking this as it violates both RFCs so I understand if this is insta-closed.

My scenario is #1480, Mastodon feeds are unhelpful and there is a Matrix RSS announce bot sending NOTICEs onto a channel from Mastodons and similar sources with unhelpful feed names and I would like to have Limnoria to get more helpful content out of it.

The current (running) version of this Limnoria is 2021.07.16, running on Python 3.9.2 (default, Feb 28 2021, 17:03:44) [GCC 10.2.1 20210110]. The newest versions available online are 2021.06.15 (in master), 2021.07.21 (in testing).

Adding a config option for this shouldn't be too hard.
