Support stream rate specification as % of line rate #342

Currently stream rate can be specified in the GUI as (one of) -

Packets/sec
Bits/sec

and in the API as

Packets/sec

Add support to specify it as % of line rate or bandwidth. Also support all the specifications via API also.

% of line rate was added for avg port rate via dd7f4a6

This issue is for stream rate

pstavirs removed this from the v1.2 milestone
