Hi, apologies for the delay.
This looks very interesting and certainly ARC would be a good candidate for inclusion in rddlrepository, but unfortunately, we do not have anyone on our team currently with the bandwidth to work on this. However, we always welcome PRs that we would be happy to review in case you are willing to do this.
I also want to note that we are currently working on a pddl -> rddl translator that should in theory work for portions of the ARC that have been described in pddl (last link you mentioned seems relevant).
