Add support for mutual TLS to listener commands #965

Add support to 'listener run' and 'listener start' so that the use of mutual TLS can be enabled by the listener which requires that the client presents a CA-signed client certificate that the listener validates against CAs.

We discussed this in our call today and decided to move this issue into the next release.
