While I may be wrong about this I'm pretty sure this is actually the mentions array included with the message by discord. Which would be the people around who were actually mentioned / notified by the message. If you dislike this I'd... suggest either simply using regex to search the message something like /<@(?:!)(\d+)>/ (may not be right)... or maybe try talking to the discord devs... though I feel they may shoot down the idea.
I'm saying that Discordie .mentions can not recognize an ID from someone who has talked in chat and left. Discord allows Discordie to pukk any IUser. Even if that person has never talked in a guild the bot is inside. Somehow, Discordie's implementation only allows the ones that can be seen in guilds. I believe this is why .mentions can't recognize these people.
If you type a correct <@12346789> and that is a correct user id, then .mentions needs to recognize that even if they are not in the guild.
