utilizationRatio Issue #214

Hello,

The utilizationRatio field is limited to values between 0 and 1.

Yet it is possible to have values above 1.
For example indicated here https://www.3910.ch/reglemente.html?file=files/Dateien/Online_Schalter/Reglemente/Baureglement.pdf where it is displayed that values can go up to 1.0 but are also allowed a 15% increase.

Please increase the possible values in this field.
