Add CPU pinning and topology support for VMs and hypervisors in OpenNebula.

Include support for VM NUMA section:

And also Hypervisor NUMA support for the scheduler:
https://docs.opennebula.io/6.10/management_and_operations/host_cluster_management/numa.html#configuring-the-host
