POST /v2.0/tenants

how can i use gophercloud to call that

The current version supports?

That operation is currently not supported. It would go here: https://github.com/rackspace/gophercloud/blob/master/openstack/identity/v2/tenants/requests.go

I'll mark this as a Feature Request. Perhaps you'd like to submit a PR for it?
