cwl: add workflow-file for gitlab integration

As r-w-c now has a new param to pass workflow-file, r-w-e-cwl needs to be adapted the same way r-w-e-yadage was. Then, the logic from both r-client and r-w-e-cwl should be moved to r-commons.
