Add support for composer --with-all-dependencies (-W)

Currently composer only supports --with-dependencies by default. I would like to suggest the addition of allowing --with-all-dependencies in a configurable option

I might want to create a feature PR myself. Any tips which i should look out for is recommended

Which of these do you suggest?

1. Renovate always runs with all dependencies
2. Renovate automatically detects when to run with all
3. Users must configure if they want to run with all?

I'm saying your idea should be a new option. I don't expect any existing option to work

As mentioned, it would be nice, when the --with-all-dependencies flag would be configurable inside a packageRules structure. This would allow grouping certain dependencies and updating them with this aforementioned flag.

I have not had time yet to try my hands om adding this feature. Nor will i have it soon due to other priorities at this moment.
