inconsistent behavior with same config from different location

Renovate has a group preset groupsocketio and it's part of the config:recommended.

Running renovate CLI with:

1. renovate_config.json

results in my custom packageRule being first in the Full resolved config and hostRules including presets and therefore it becomes lowest priority and gets ignored (PR title is Update socket.io packages)

Can we make that ignorePresets is also applied for globalExtends in case provided from the start ?
