Display a footer below the reviews like:

If you are not completely satisfied with your visit please [call the restaurant manager on XYZ] and help us to improve

should help dissatisfied customers to provide feedback direct to the establishment and stop them posting bad reviews without first at least talking to the management.

The text in square brackets shall be passed in a &f=call+the+restaurant+manager+on+XYZ parameter to the URL.
