IRC is probably a wiser choice, as Github and Telegram both require an account which not everyone plans to have.

Yes, that's an important feature when staying in Germany. ;-) Although seriously, when browsing on a German mobile SIM, I fear movies and large Javascripts on websites more than the odd PNG screenshot - that probably compress well - in a low-traffic chatroom.
PS: Some messengers like Telegram allow you to not download images by default.
PPS: I should consider installing a fax bot for my German users. (No offense, I am German myself and thus allowed to make fun of them.)

Ah, I have my reasons to have chosen the largest available traffic option a few years ago. O2, admittedly, but they have become rather bearable lately. (I went with them when they were still "(My) BASE", and now I'm too old and lazy to change it.)

Luckily, unlike Discord and Telegram, the IRC also does not require (nor support, unless you actively decide to use a web-based client for whatever weird reason) CSS, JavaScript and/or embedded videos. :-)

PS: I don't have a fax. Do I need to return my Germanity Card?

The Telegram desktop client is written in Qt. But there is no (working) CLI option unfortunately. There is rather good Matrix TTY client (Gomuks) - it even renders images into colorful blocks.

But there is no (working) CLI option unfortunately.

There is, and it works rather well and integrates amazingly into one of TECO's offsprings, but I'm positive it violates the Terms of Service.

I will be online the next few days. Sometimes. Let's see whether somebody turns up. Apparently, IRC keeps no record of past messages, so that's another big plus!

Anyway: IRCv3 which Libera.Chat is based upon does support a chat history. See also: ZNC playback.

That apparently requires a ZNC bouncer, that I have to install on my own server!?

Yes and no. IRCv3 does have a chathistory flag, but that's WIP, and ZNC is one of the more reliable ways to have a scrollback buffer on the IRC right now. Mind that most of the IRC is happening on your client, it is rather client-agnostic which is a good thing.

(Alternatively, you could just run irssi or weechat or ii in a tmux buffer, no server-side stuff required...)

By a majority vote of 2, IRC has been chosen as the official platform for the SciTECO chat. It's accepted and used more or less by a handful of people.
