Try to move user configuration specification (or ability to specify) to the Experiments aspect

Currently, the user config is specified in the component spec, then (optionally) overridden in the deployments aspect, but multiple experiments may be run with the same deployment while changing the parameters of the user config. Need a better way to not have to alter the deployment to run experiments with different parameters. This would help more tightly link the configuration used with the experiment (as opposed to just uploading the configs as blobs the user has to download).
