Add validation rule for RuiIcon imports #2

Description

We need at least two sources of data.

  1. RuiIcon name property itself to match the used icons
  2. external/dynamic (automate getting a list from the backend and injecting it to the rule)

We probably need two rules, one for missing imports and one for unused icons.

Tasks

  • Implement missing imports rule
  • Implement unused icons rule
