How to set name portion of the pod formatting code

so that Pod::Markdown produces a link to a local file

[text](./foo/bar)

file:/// urls are currently supported.

It wouldn't be difficult to support relative urls (./some/file) but I made an issue on Pod::Simple to get their feedback: perl-pod/pod-simple#147
