Unable to craft Chunk Loading Ward

I am not sure what I am missing!

Running FTB, 1.12.? (my son set up the server). I have completed the steps of contracting with and capturing a villager (20/20) with a golden lasso that I crafted. I checked that I have plenty of grid power available to power the Chunk Loading Ward. No matter what kind of crafting table or terminal I use, where it is, etc, can I get the Chunk Loading Ward to be craftable.

Am I missing a step, or is this a bug?
