"Failed to read DnsConfig" at start of all downloads

This seems to be a minor, but persistent problem and I have no clue how to fix it. Found some advice on the topic, but following that didn't help any.

[1226/023204.867:WARNING:dns_config_service_win.cc(584)] Failed to read DnsConfig.
[1226/023210.130:WARNING:dns_config_service_win.cc(584)] Failed to read DnsConfig.

That doesn't seem to directly influence the download success, because I get that in the beginning of each download and the downloads start normally after these four lines of error messages.
