salt / salt-key cli takes VERY long time to start

I have fresh installed salt-minion, salt-master, I found that when I type salt or salt-key command then hit enter, it takes VERY long time to start do the real work.

I found the logs and seems most of the time is consumed while trying to read configuration:

Any ideas on what could go wrong and how to make the cli faster?

@jwenjian If you want your issue addressed, please fill out the template for creating an issue. This provides a minimum of information which allows for the Salt Core team to investigate an issue.

For example: you don't even mention the version of Salt used, nor the Operating System used.
Even if it is in discussion, those would be the bare minimum to even discuss the problem.
