The excel file fails to work out of the box with empty top row and first column.

Removing these empty rows/columns the code worked again.

On another note, what do the results from the code mean?

USA	0	1
Germany	0	0
Japan	0	1
Brazil	1	0
India	0	1

That means you need to open a high capacity plant in USA, Japan and India + 1 low capacity plant in Brazil.
