I'm creating this issue to follow up and organize the conversation about the development server that @dmehrotra and Jonathan started to create. We thought that maybe there is some help needed from @sanchi here

have you guys changed the app on saycel.webph.one to use the allocatenumber.py with the proper prefix? Also I guess that for outgoing calls (to APP) the BSC needs to route calls to the dev prefix to saycel.webph.one.
