Why don't we allow shops to be created without a physical address?

Should we not allow shops to be created with out a physical address? Many shops, specially many f-commerce based shops are now using their home/garage/storage as their inventory and selling online. Without a physical store.

Also, what about if someone wants to sell digital products? Maybe he/she doesn't have a physical shop. Aren't the project, at the moment restricting that?
