Save tune_ucs and tune_dcs separately

Sodetlib should save the set of UC and DC attenuations used when creating the current tunefile.
This is important since attenuation optimization may mess with the uc/dc attenuation values in the band config dict, but in order to really recover a tune we need to return to the uc/dc attens used when the tune was made.
