This readme will be the NPM readme and the gas snapshot isn't included in the NPM release

Modify README.md to include instructions on developing with Foundry, and remove references to Hardhat. Relevant information was moved from the
Foundry.mdintoREADME.md, and the file is subsequently deleted as a result.
