Lifecycle APIs missing in the latest swagger file

Issue/Feature Description:
Lifecycle APIs missing in the latest swagger file
https://github.com/sodafoundation/multi-cloud/blob/master/openapi-spec/swagger.yaml
Only LifeCycleState is there. No APIs

Why this issue to fixed / feature is needed(give scenarios or use cases):
API spec is based on the swagger and we must update this.
