Add OCI (Oracle Cloud Infrastructure) Object Storage Support

This is a (possible) feature request.

Why this issue to fixed / feature is needed(give scenarios or use cases):

By adding OCI Object Storage, our support matrix fills up all the major cloud service providers.

I know at least one user using OCI object storage among their global multi-cloud environment.

• Please note that OCI supports both S3 compatible API and OCI original API. S3 Compatible API could be straightforward, but OCI original API needs separate considerations (like the case of GCS etc).
• Actually, I noticed this topic while discussing requirements for Crystal (https://github.com/sodafoundation/crystal/). As Crystal is originally intended for metadata management of Strato, I filed this topic here at first.
